यही कारण पर्यटनलाई सहायक क्षेत्रका रूपमा नभई राष्ट्रिय अर्थतन्त्रको प्रमुख चालकका रूपमा स्थापित गर्नुपर्ने अभियानको मुख्य उद्देश्य रहेको छ।

विदेशमा रहेका नेपालीलाई स्वदेश फर्काउने आर्थिक आधार

अभियानको अर्को महत्वपूर्ण पक्ष विदेशमा रहेका नेपालीसँग जोडिएको छ।

विश्वका विभिन्न देशमा रहेका नेपालीसँग केवल पूँजी मात्र छैन; उनीहरूसँग अन्तर्राष्ट्रिय अनुभव, आधुनिक व्यवस्थापन सीप, व्यवसाय सञ्चालनको ज्ञान, विश्व बजारको पहुँच र व्यापक व्यावसायिक सञ्जाल पनि छ। तर स्वदेशमा लगानी गर्ने निर्णय गर्दा उनीहरूले स्थिर नीति, स्पष्ट सरकारी प्राथमिकता र दीर्घकालीन सम्भावना खोज्ने गर्छन्।

अभियानले पर्यटनलाई नेपालको प्रमुख राष्ट्रिय उद्योगका रूपमा स्थापित गर्न सके विदेशमा रहेका नेपालीलाई स्पष्ट सन्देश जाने विश्वास व्यक्त गरेको छ—नेपालले अब पर्यटनलाई मौसमी व्यवसायका रूपमा होइन, राष्ट्रिय आर्थिक विकासको मूल आधारका रूपमा स्वीकार गरेको छ।

यसबाट धेरै नेपाली आफ्नै गाउँमा बुटिक होटल, होमस्टे, वेलनेस रिट्रिट, साहसिक पर्यटन, अन्तर्राष्ट्रियस्तरको रेस्टुरेन्ट, पर्यटन प्रविधि कम्पनी वा डिजिटल पर्यटन सेवामा लगानी गर्न प्रेरित हुन सक्ने अपेक्षा गरिएको छ। कतिपयले विदेशबाटै नेपाली पर्यटनको अन्तर्राष्ट्रिय बजार विस्तार गर्न सक्छन् भने कतिपयले स्वदेश फर्केर प्रत्यक्ष व्यवसाय सञ्चालन गर्न सक्ने वातावरण बन्ने विश्वास अभियानले व्यक्त गरेको छ।

अभियानको सन्देश स्पष्ट छ—विदेशबाट फर्किने निर्णय केवल भावनाले होइन, अवसरले निर्धारण गर्छ, र त्यो अवसर पर्यटन उद्योगले सिर्जना गर्न सक्छ।

निजी क्षेत्रको लगानी र विश्वास बढ्ने अपेक्षा

सरकारले कुनै क्षेत्रलाई राष्ट्रिय प्राथमिकतामा राखेपछि निजी क्षेत्रले त्यसलाई भविष्यको सम्भावनायुक्त बजारका रूपमा हेर्ने अभ्यास विश्वभर देखिएको छ।

त्यसपछि बैंक तथा वित्तीय संस्थाले लक्षित कर्जा योजना ल्याउँछन्, बीमा कम्पनीहरूको सहभागिता बढ्छ, निर्माण व्यवसाय, प्रविधि कम्पनी, लगानी कोष तथा अन्य निजी क्षेत्रका संस्थाहरूको चासो बढ्छ। यसले नयाँ लगानी, रोजगारी र आर्थिक गतिविधिलाई गति दिन सक्छ।

अन्तर्राष्ट्रिय अनुभवले पनि यही देखाउँछ

विश्वमा ‘पहिलो राष्ट्रिय उद्योग’ भन्ने एउटै कानुनी वर्गीकरण छैन। तर धेरै मुलुकहरूले पर्यटनलाई Backbone of the Economy, Primary Engine of Growth, Single Largest Contributor वा Strategic Catalyst जस्ता अवधारणामार्फत राष्ट्रिय विकासको केन्द्रमा राखेका छन्।

माल्दिभ्स, सेसेल्स, काबो भेर्दे र बहामासजस्ता देशहरूले पर्यटनलाई राष्ट्रिय आर्थिक रणनीतिको केन्द्रमा राख्दै लगानी, पूर्वाधार, बजेट र अन्तर्राष्ट्रिय प्रवर्द्धनलाई प्राथमिकता दिएका उदाहरणहरू आज विश्वसामु सफल मोडलका रूपमा स्थापित छन्।

युबिका भण्डारीको नेतृत्वको दृष्टिकोण

युबिका भण्डारीले पर्यटनलाई सम्भावनाको विषय मात्र नभई स्पष्ट नीति, दीर्घकालीन योजना, पर्याप्त बजेट, सहज हवाई पहुँच, डिजिटल रूपान्तरण, अन्तर्राष्ट्रिय ब्रान्डिङ, दक्ष जनशक्ति विकास र सरकार–निजी क्षेत्रबीच परिणाममुखी सहकार्यसँग जोडेर अघि बढाउनुपर्ने धारणा राख्दै आएकी छन्।

उनको भनाइ छ—

“यो कुनै एक व्यक्ति वा संस्थाको अभियान होइन। पर्यटनमार्फत समृद्ध नेपाल निर्माण गर्न चाहने सम्पूर्ण नेपालीको साझा अभियान हो। पर्यटन उठ्दा होटल मात्र चल्दैन; किसानको उत्पादन बिक्छ, स्थानीय युवाले रोजगारी पाउँछन्, संस्कृति संरक्षण हुन्छ, उद्यमशीलता बढ्छ र देशभर आर्थिक गतिविधि विस्तार हुन्छ।”

NATTA नेतृत्वको बहसमा केन्द्रमा युबिका भण्डारी

आगामी NATTA नेतृत्व चयनलाई लिएर पर्यटन क्षेत्रभित्र एजेन्डा, नीतिगत सुधार, संस्थागत सुदृढीकरण र व्यावसायिक नेतृत्वबारे बहस तीव्र बन्दै गएको छ।

पर्यटन क्षेत्रका धेरै सरोकारवालाका अनुसार, युबिका भण्डारीले प्रस्तुत गरेको स्पष्ट दृष्टिकोण, नीतिगत एजेन्डा, संस्थागत अनुभव र पर्यटनलाई नेपालको पहिलो राष्ट्रिय उद्योगका रूपमा स्थापित गर्ने दीर्घकालीन अभियानले उनलाई NATTA नेतृत्वका लागि बलियो र सक्षम दाबेदारका रूपमा स्थापित गरेको छ। समर्थकहरूको विश्वास छ कि उनले अघि सारेको विकासमुखी सोच र व्यावसायिक प्रतिबद्धताले संस्थालाई नयाँ उचाइमा पुर्‍याउन महत्वपूर्ण भूमिका खेल्न सक्छ।

नेपालको आर्थिक रूपान्तरणका लागि पर्यटनलाई राष्ट्रिय प्राथमिकतामा राख्नुपर्ने बहस अहिले थप सशक्त बनेको छ। विदेशमा रहेका नेपालीको पूँजी, सीप, अनुभव र अन्तर्राष्ट्रिय सञ्जाललाई स्वदेशको विकाससँग जोड्ने प्रभावकारी माध्यमका रूपमा पनि पर्यटनलाई हेरिन थालेको छ।

युबिका भण्डारीले अघि सारेको ‘पर्यटनलाई नेपालको पहिलो राष्ट्रिय उद्योग बनाऔँ’ अभियानले यही सोचलाई राष्ट्रिय बहसको केन्द्रमा ल्याएको छ। अभियानले उठाएको प्रश्न केवल पर्यटन क्षेत्रको भविष्यसँग सम्बन्धित छैन; यो नेपालको आर्थिक नीति, रोजगारी, लगानी, उद्यमशीलता र समृद्धिको दीर्घकालीन दिशासँग जोडिएको बहस हो।

पर्यटन उठे, नेपाल उठ्छ।

पर्यटनलाई नेपालको पहिलो राष्ट्रिय उद्योग बनाऔँ।
