The National Human Rights Commission (NHRC) has concluded that during the Gen Z movement on Bhadra 23 and 24, peaceful demonstrations were taken over by an organized group and turned violent. In the report released by the Commission, it is mentioned that a biker group named ‘TOB’ changed the nature of the movement and instigated destructive activities.
According to the report, on Bhadra 23, amidst the peaceful demonstration ongoing in the Naya Baneshwor area, the group that suddenly entered changed the direction of the movement. The Commission has concluded that a group of about 15–20 people wearing black t-shirts with ‘TOB’ written on them and having tattoos on their bodies incited the protesters and encouraged them to move forward, after which the situation went out of control.
According to the Commission, the group used students and youth as ‘human shields’ and pelted stones at security personnel, and it was observed that they attempted to attack and set fire to the Federal Parliament building. The report states that the group became active with the planned objective of making the movement violent, and attempts were made to attack key state structures.
During this period, the report states that vehicles of the National Human Rights Commission, ambulances, and other government vehicles were also vandalized and set on fire. The Commission has recommended to the government to conduct a thorough investigation into the group's true identity, organizational structure, and potential affiliations.
The report concludes that the group played a major role in turning the movement towards a violent direction and taking over peaceful demonstrations, and it has been clarified that further investigation is necessary to determine whether they were operated by someone or not.

प्रतिवेदन अनुसार भदौ २३ गते नयाँ बानेश्वर क्षेत्रमा भइरहेको शान्तिपूर्ण प्रदर्शनका बीच अचानक प्रवेश गरेको उक्त समूहले आन्दोलनको दिशा परिवर्तन गरेको थियो। ‘टीओबी’ लेखिएको कालो टिसर्ट लगाएका तथा शरीरमा ट्याटु खोपेका करिब १५–२० जनाको समूहले प्रदर्शनकारीहरूलाई उत्तेजित बनाउँदै अगाडि बढ्न प्रेरित गरेको र त्यसपछि स्थिति नियन्त्रण बाहिर गएको आयोगको ठहर छ।
आयोगका अनुसार उक्त समूहले विद्यार्थी तथा नवयुवालाई ‘मानव ढाल’ का रूपमा प्रयोग गरी सुरक्षाकर्मीमाथि ढुङ्गामुढा गरेको तथा संघीय संसद् भवनतर्फ आक्रमण र आगजनीको प्रयास गरेको देखिएको छ। प्रतिवेदनमा आन्दोलनलाई योजनाबद्ध रूपमा हिंसात्मक बनाउने उद्देश्यले उक्त समूह सक्रिय भएको र राज्यका प्रमुख संरचनामाथि आक्रमण गर्ने प्रयास भएको उल्लेख छ।
यस क्रममा राष्ट्रिय मानव अधिकार आयोगको सवारी साधन, एम्बुलेन्स तथा अन्य सरकारी गाडीहरूमा समेत तोडफोड र आगजनी गरिएको प्रतिवेदनमा जनाइएको छ। आयोगले उक्त समूहको वास्तविक पहिचान, संगठनात्मक संरचना र सम्भावित सम्बन्धबारे गहिरो अनुसन्धान गर्न सरकारलाई सिफारिस गरेको छ।
