Kathmandu, Nepal — Political parties and candidates in Nepal have begun opening separate bank accounts to comply with new rules aimed at ensuring transparency in election spending, the Election Commission has said.
The move comes ahead of the upcoming elections scheduled for 21 Falgun under the Nepali calendar. According to Election Commission Joint Secretary Yagya Prasad Bhattarai, a total of 454 candidates and four political parties have so far informed the Commission about the opening of dedicated bank accounts for election-related transactions.
In total, 3,406 candidates — representing both political parties and independent contenders — are contesting the election.
New Directive for Financial Transparency
The requirement follows the approval of the “House of Representatives Member Election Campaign Bank Account (Operation and Management) Procedure, 2082” issued on Magh 20. The directive mandates that all financial contributions received and campaign expenses incurred during the election period must be routed through a separate bank account.
Officials say the measure is designed to make campaign financing more economical and transparent.
The Commission has also instructed political parties to submit their election manifestos by Falgun 3. So far, three parties have complied.
Legal Provisions and Restrictions
Under Section 21 of the Election Offences and Punishment Act, 2017, candidates or their representatives are prohibited from influencing voters by offering gifts, cash, rewards, donations or any other inducements during the election period.
Similarly, Section 27 of the same Act bars political parties, candidates or their representatives from receiving financial assistance from government bodies, public institutions or non-governmental organisations in violation of existing laws during campaign activities.
Spending Limits and Monitoring
The Election Commission has set spending ceilings ranging from 2.5 million to 3.3 million Nepali rupees per constituency, depending on geographical factors. These limits were published in the Nepal Gazette on October 17, 2022.
Once a separate account is opened, all previous campaign-related transactions must be transferred into that account. Candidates are required to close the account within 35 days of submitting their final expenditure details.
The Commission’s monitoring mechanism will regularly review income and expenditure through these accounts. District-level Treasury and Controller Offices have been designated to oversee compliance.
Officials say the new measures are intended to ensure disciplined, transparent and credible elections in line with the Election Code of Conduct, 2082.

यो कदम आगामी निर्वाचन अगावै आएको हो, जुन २१ फागुन नेपाली पात्रो अनुसार निर्धारित छ। निर्वाचन आयोगका सहसचिव यज्ञप्रसाद भट्टराई अनुसार, हालसम्म कुल ४५४ उम्मेदवार र चार राजनीतिक दलले निर्वाचन सम्बन्धी कारोबारका लागि छुट्टै बैंक खाता खोलेको जानकारी आयोगलाई गराएका छन्।
कुल ३,४०६ उम्मेदवारहरू — राजनीतिक दलहरू र स्वतन्त्र प्रतिस्पर्धी दुवैको प्रतिनिधित्व गर्दै — निर्वाचनमा प्रतिस्पर्धा गरिरहेका छन्।
वित्तीय पारदर्शिताका लागि नयाँ निर्देशिका
यो प्रावधान माघ २० गते जारी गरिएको “प्रतिनिधिसभा सदस्य निर्वाचन अभियान बैंक खाता (सञ्चालन तथा व्यवस्थापन) कार्यविधि, २०८२” को अनुमोदन पछि आएको हो। यस निर्देशिकाले निर्वाचन अवधिमा प्राप्त सबै वित्तीय योगदान र खर्चहरू छुट्टै बैंक खाता मार्फत गर्नुपर्ने अनिवार्य गरेको छ।
पदाधिकारीहरूका अनुसार, यो उपाय निर्वाचन अभियानको वित्तपोषणलाई अझ मितव्ययी र पारदर्शी बनाउनका लागि डिजाइन गरिएको हो।
आयोगले राजनीतिक दलहरूलाई फागुन ३ भित्र आफ्नो निर्वाचन घोषणापत्र बुझाउन पनि निर्देशन दिएको छ। हालसम्म तीन दलले यसको पालना गरिसकेका छन्।
कानूनी प्रावधान र प्रतिबन्धहरू
निर्वाचन कसुर तथा सजाय ऐन, २०७४ को दफा २१ अन्तर्गत, उम्मेदवार वा उनीहरूका प्रतिनिधिहरूलाई निर्वाचन अवधिमा उपहार, नगद, पुरस्कार, चन्दा वा अन्य कुनै प्रलोभन दिएर मतदाताहरूलाई प्रभाव पार्न निषेध गरिएको छ।
त्यसैगरी, सोही ऐनको दफा २७ ले राजनीतिक दलहरू, उम्मेदवारहरू वा उनीहरूका प्रतिनिधिहरूलाई अभियान गतिविधिहरूका क्रममा विद्यमान कानूनको उल्लङ्घन गरी सरकारी निकाय, सार्वजनिक संस्था वा गैर-सरकारी संस्थाहरूबाट वित्तीय सहायता प्राप्त गर्न रोक लगाएको छ।
खर्च सीमा र अनुगमन
निर्वाचन आयोगले भौगोलिक कारकहरूका आधारमा प्रति निर्वाचन क्षेत्र २.५ मिलियन देखि ३.३ मिलियन नेपाली रुपैयाँसम्मको खर्च सीमा तोकेको छ। यी सीमाहरू नेपाल राजपत्रमा १७ अक्टोबर २०२२ मा प्रकाशित गरिएको थियो।
छुट्टै खाता खोलिएपछि, अघिल्ला सबै अभियान-सम्बन्धित कारोबारहरू सोही खातामा सार्नुपर्छ। उम्मेदवारहरूले आफ्नो अन्तिम खर्च विवरण पेश गरेको ३५ दिन भित्र खाता बन्द गर्नुपर्नेछ।
आयोगको अनुगमन संयन्त्रले यी खाताहरू मार्फत आय र व्ययको नियमित समीक्षा गर्नेछ। जिल्लास्तरीय कोष तथा लेखा नियन्त्रक कार्यालयहरूलाई पालनाको निरीक्षण गर्न तोकिएको छ।
पदाधिकारीहरूका अनुसार, यी नयाँ उपायहरू निर्वाचन आचारसंहिता, २०८२ अनुरूप अनुशासित, पारदर्शी र विश्वसनीय निर्वाचन सुनिश्चित गर्ने उद्देश्यले ल्याइएका हुन्।
